This was part of a book purchase (thank you eBay), and is a prayer card for the remembrance of the Most Reverend Edward Peter McManaman, STD, who was Auxiliary Bishop of Erie.  Erie seems to have only had three auxiliary bishops in the last 100 years.

According to Catholic Hierarchy, the good auxiliary Bishop was a Council Father at Sessions One and Two, but passed while the Council was still on-going.  His obituary can be found at Find-A-Grave.  A Pontifical Requiem Mass was celebrated at St. Peter Cathedral in Erie 3 days after his death, on July 21, 1964.
